Phases of Reopening

As North Carolina begins reopening, find resources here to help you navigate.

 Phase One

Phase One of the Governor's order to reopen the state begins May 8th at 5:00pm. While the Stay-at-Home Order remains in place, important modifications have been made to allow many businesses to reopen. As businesses start serving the public again, we encourage you to continue to support local business as you are able. We have attached information below to help you navigate the changes in Phase One.

Phase Two (Extended)

Phase Two of the plan to reopen North Carolina begins Friday, May 22nd at 5pm. Governor Cooper referred to Phase Two as "Safer-at-Home" orders, and encouraged North Carolinians to continue using caution and best judgement as we begin to resume activity in our communities. This phase has been extended to continue through July 17th at 5:00pm.

​​Overview of Changes:
  • Restaurants at 50% dine-in capacity with distancing and cleaning requirements
  • Personal care businesses, including salons and barbers, at 50% capacity with distancing and cleaning requirements. Employees of personal care businesses will be required to wear face coverings.  
  • Pools at 50% capacity with distancing and cleaning requirements. 
  • Childcare facilities, day camps and overnight camps will be open with enhanced cleaning and screening requirements.
  • Retail businesses allowed to open in Phase 1 at 50% capacity will continue at that level.

Bars and playgrounds, which had been expected to reopen during Phase 2, will remain closed along with:
  • Nightclub
  • Gyms
  • Movie theaters
  • Bowling alleys

​Indoor gatherings will still be limited to ten people while outdoor gatherings can have up to 25. Religious organizations are exempt from gathering limitations but encouraged to practice social distancing.

"In an effort to assist businesses seeking to reopen during Phase 2 and safely serve customers while maintaining social distance, Cary staff will gladly work with business and property owners interested in expanding outdoor dining and sales areas.
